7 - Total outlays
This classification covers total expenditure by the Canadian general government consisting of all federal, provincial-territorial and local government units and all resident non-market NPIs that are controlled by government units. An expense is a decrease in net worth resulting from a transaction. Expenses are those short-term costs which are incurred to earn revenues, e.g., salary paid, rent etc. An expenditure is the sum of expense and the net investment in nonfinancial assets. Expenditure is the long-term cost which is spent on purchase or growth of fixed assets, e.g., payments made to purchase new land or building for business, equipment, etc.

703 - Public order and safety
This division covers government expenditure relating to the provision of services which promote safe communities and prevent any activities that may interfere with the operations of society. Public order and safety includes expenditure on police services; fire protection services; law courts; prisons; public order and safety R&D; and public order and safety not elsewhere classified.
7033 - Law courts
This group covers administration, operation, or support of civil and criminal law courts and the judicial system, including enforcement of fines and legal settlements imposed by the courts and operation of parole and probation systems; and legal representation and advice on behalf of government or on behalf of others provided by government in cash or in services.

70331 - Parole and probation systems
This class covers administration and operation of programs for the conditional release of inmates into the community to serve the remainder of their sentence; administration and operation of programs for any other alternative to incarceration whereby the individual remains under supervision by federal correctional services , and is expected to adhere to certain rules and guidelines

70333 - Administrative tribunals, ombudsmen and the like
This class covers administration and operation of an autonomous agency that is responsible to settle disputes between the government and its citizens. This also could involve examination and recommendations for law reform, rulemaking and policy development.
