Form S.4 should be completed by Towboat and Ferry Operators on a monthly basis, for each tug/barge cargo combination of fifteen net register tons or over. The form S.4 is limited to coastwise shipping services only. Canadian fishing vessels and naval vessels are exempted from this report. Specialized operations such as: drilling, ice breaking, oceanography or cartography are not to be included as they do not load or unload any type of commercial cargo. For the operation of a tugbarge/scow unit, a monthly S.4 is required for the barge/scow only. For the tug-log boom section units, a monthly report for the tug and cargo detail is required.
