Purpose

The Survey on the Use of Published Material gathers data on copying from books, magazines, academic journals, and newspapers by federal government employees for work-related purposes.

How are we authorized to collect this information?

Collected under the authority of the Statistics Act, Revised Statutes of Canada, 1985, Chapter S-19.

Introduction statement

Why do we conduct this survey?

We are conducting this short survey, in collaboration with Public Works and Government Services Canada, to gather data on copying from books, magazines, academic journals, and newspapers, in both paper and electronic formats.

It may not be widely known that the Government of Canada maintains a licence that allows public servants to copy a variety of published material for work-related purposes. The survey results will be used to update this licence so it reflects current copying practices. Your information may also be used by Statistics Canada for other statistical and research purposes.

To obtain representative results, we need answers from public servants who copy as well as from those who do not copy published materials.

Although your participation is voluntary, your co-operation is important so that the information collected will be as accurate and complete as possible.

Definitions

'Copying' refers to the reproduction, in whole or in part, of a book, magazine, academic journal, and newspaper by photocopying, faxing, printing from an electronic file, scanning, saving to an electronic medium, emailing, and posting to a website.

How?

- On paper
- Electronically, such as Adobe PDF files found on websites, in emails, on a server, and on your computer.

From what?

- Only books, magazines, academic journals, and newspapers
- Material published by non-governmental publishers or organizations, both Canadian and foreign
- Material published by the Government of Quebec, since it is covered by the licensing agreement
- Material available free of charge, purchased by the government, or obtained via a specialized service.

By whom?

- Yourself on your own initiative
- Someone else at your request.

Why?

- Work-related purposes, that is purposes related to the duties of your job
- Professional development
- Other employment-related purposes.

Exclusion(s)

Exclude copying

- from published material such as reports, fact sheets, memoirs, abstracts, manuscripts, social media documents, blog posts, web pages, maps, images, sound recordings, and videos
- from material published by governments, other than the Government of Quebec
- that you did at the request of another public servant
- for purposes unrelated to work.
