Introduction

Purpose

The survey collects annual financial, operating and employment data on railways operating in Canada.

Authority

This survey is conducted under the authority of the Statistics Act, Revised Statutes of Canada, 1985, c. S-19. Completion of this questionnaire is a legal requirement under the Statistics Act.

Confidentiality

Statistics Canada is prohibited by law from publishing data which would divulge identifiable business information without the previous written consent of that business. The data reported on this questionnaire will be treated in confidence, used for statistical purposes and published in aggregate form only. The confidentiality provisions of the Statistics Act are not affected by either the Access to Information Act or any other Legislation.

Data-sharing agreements

In order to avoid duplication and ease the burden on respondents, Statistics Canada has entered into an agreement under section 12 of the Statistics Act, with Transport Canada and the Canadian Transportation Agency, for the joint collection and sharing of information. The agreements we have with these agencies require that they keep the information confidential and use it only for statistical and research purposes. Under section 12, respondents may object to the sharing of their information by giving notice in writing to the Chief Statistician and returning their letter of objection along with the completed questionnaire in the enclosed envelope. For federally-regulated carriers only, Statistics Canada is collecting the information for itself pursuant to the Statistics Act and on behalf of Transport Canada pursuant to the Canadian Transportation Act and the Carriers Information Regulations. In this case, respondents do not have the right to object to sharing their information since Transport Canada is authorized by law to require the respondent to provide the information.

Reporting instructions

Foreward

1. The Annual Report in the accompanying form is to be completed in accordance with the provisions of the Statistics Act, Revised Statutes of Canada 1985, Chapter S19 and to be returned to the Director, Transportation Division, Statistics Canada, Ottawa no later than May 31 of the year following that for which the report is made.

2. The Report is divided into the following sections, all pertaining to Rail Operations in Canada:

(b) Financial F1, F3 to F5
(c) Statistical S10 to S13
(d) Property Units P15, P18 to P20

Note: Some schedules have been consolidated into one file

Returns shall be dated and signed by and attested on the oath of the secretary, or other chief officer, and shall also be attested on the oath of the president, or in his absence, of the vice-president or manager of the company.

3. Each item on the schedules should be completed fully and accurately, whether or not the information has been provided in a previous statement of the Annual Report. Where dates are called for, enter month and day as well as year.

Schedules which would otherwise have contained the words "N/A", "NIL", "NONE", words "N/A", "NIL", "NONE", etc. only, ARE NOT TO BE SUBMITTED, and this fact shall accordingly be so indicated in the "N/A" column by an "X" in the "List of Schedules."

4. Respondents are encouraged to complete and submit the schedules in agreed upon electronic format. If submitted in hardcopy, all entries should be typewritten or printed in black, with those of a contrary character indicated in brackets. Items of an unusual character should be indicated by an appropriate symbol and footnote.

5. Money items (except averages) throughout this Annual Report should be rounded in Canadian dollar amounts as in each case.

6. Metric or Imperial weights and measures can be reported throughout these schedules. Please indicate on the form where applicable whether Imperial or Metric units have been reported.

7. Except where the context clearly indicates some other meaning, the following terms, when used with reference to the Annual Report, have the meaning stated below:

Respondent: Means the person or company on whose behalf the report is made.

Year Ended: Means the year ended 31st December for which the report is made.

Beginning of the Year: Means the beginning of business on 1st January of the year for which the report is made; or, in case the report is made for a shorter period than one year, the beginning of the period covered by the report.

Preceding Year: Means the year ended 31st December of the year immediately preceding the year for which the report is made.

Uniform Classification of Accounts (UCA): Means the revised Uniform Classification of Accounts and Related Railway Records, dated April 1998, as prescribed by the Canadian Transportation Agency under Order No. 1998-R-318 dated the 11th day of June, 1998, for the use by all railways, subject to the jurisdiction of the Agency, or as amended by Section 156 of the Canada Transportation Act.
