Description

This survey collects annual information on the number and characteristics of the part-time teaching staff at Canadian public degree-granting postsecondary institutions. It was designed to complement the survey of full-time faculty (Survey #3101) and to reflect the changing reality of higher education. The data are sought by various organizations including international organizations, federal and provincial governments, individual researchers and the universities.

Sampling

This survey is a census with a cross-sectional design.

Data are collected for all units of the target population, therefore, no sampling is done.

Data sources

Responding to this survey is mandatory.

Data are collected directly from survey respondents and extracted from administrative files.

The survey is designed to collect information on the characteristics of part-time teachers in degree-granting institutions. Each year Statistics Canada sends out a "Systems Manual" which lists all the data elements which are to be reported by all the institutions. Every institution is asked to submit the data to Statistics Canada by choosing one of the following options: a) individual teacher records on hard copy; b) individual teacher records on diskette. c) automated questionnaire. 48% reported by AQ, 36% reported on pre-printed documents and 16% reported by diskette.

Imputation

Estimation is required for missing institutions and is based on limited aggregate information obtained from the institution or techniques using regression analysis.

Disclosure control

Statistics Canada is prohibited by law from releasing any information it collects that could identify any person, business, or organization, unless consent has been given by the respondent or as permitted by the Statistics Act. Various confidentiality rules are applied to all data that are released or published to prevent the publication or disclosure of any information deemed confidential. If necessary, data are suppressed to prevent direct or residual disclosure of identifiable data.

In order to prevent any data disclosure, confidentiality analysis is done using the Statistics Canada Generalized Disclosure Control System (G-Confid). G-Confid is used for primary suppression (direct disclosure) as well as for secondary suppression (residual disclosure). Direct disclosure occurs when the value in a tabulation cell is composed of or dominated by few enterprises while residual disclosure occurs when confidential information can be derived indirectly by piecing together information from different sources or data series.
