This annual survey collects data on educational and senior institutional staff of community colleges and public trade schools involved with education at the post-secondary and trade levels in Canada.

This annual survey collects data on full-time and part-time educational staff of community colleges and public trade schools across Canada. The information collected on individuals relates to gender, date of birth, position, years of teaching experience, status, salary, field of principal subject taught, employment relationship, etc.
Major uses, users, outputs
The data collected by the Annual College Educational Staff Survey are used by a variety of clients with a diversity of needs. Some of these clients are:
* Government departments responsible for education and for labour;
* Individual researchers and educational planners;
* Individual colleges and their offices of institutional research;
* Professional associations;
* General public/media.
* Government departments such as Human Resources Development Canada, Heritage Canada;
* Association of Canadian Community Colleges;
* Other professional associations.
* International organizations such as United Nations Educational, Scientific and Cultural Organization (UNESCO), Organization for Economic Co-operation and Development (OECD), Asian-Pacific Economic Cooperation (APEC).
These clients generally use the information in system-wide studies of employment patterns, gender-based analyses, ageing of the teaching force and implications for renewal, salary analyses for negotiations, average salary analysis of college expenditures, retention and losses to the system, projection of demand, promotional patterns, numbers related to students, finance, etc.

Data sources and methodology
This survey is a census with a cross-sectional design.
Data are collected for all units of the target population, therefore, no sampling is done.
Data collection for this reference period: February 1999 to November 1999
Responding to this survey is mandatory.
Data are collected directly from survey respondents and extracted from administrative files.
Annually, this survey collects information on staff in colleges and related institutions in Canada. Questionnaires (electronic or paper) are sent to Human Resources departments of colleges and related institutions. One questionnaire is filled out for each staff member in scope for the survey and an aggregate level questionnaire was developed for those institutions that are not able to provide individual record data.

Missing data will be estimated based on previous years and/or on other sources.
This methodology type does not apply to this statistical program.
Statistics Canada is prohibited by law from releasing any data which would divulge information obtained under the Statistics Act that relates to any identifiable person, business or organization without the prior knowledge or the consent in writing of that person, business or organization. Various confidentiality rules are applied to all data that are released or published to prevent the publication or disclosure of any information deemed confidential. If necessary, data are suppressed to prevent direct or residual disclosure of identifiable data.
Authorization for the release of data that can be related to institutions was requested from survey respondents during the data collection phase for the 1996-97 survey. Most respondents agreed to this request. While the authorization continues in effect for future years, it is understood that permission may be rescinded at any time by telephoning the Culture, Tourism and Centre for Education Statistics Division of Statistics Canada and then confirming by letter.
The quality of the data is sound, overall, with some limitations on: (1) staff members qualifications (highest credential attained); (2) activity of staff prior to appointment (only some provinces).
The coverage error could be from 0% to 1% meaning that data for one or two institutions could be missing due to human error or missing Information, for example: a new institution.
