The MBM is used by the Government of Canada to track its poverty reduction targets and report on the United Nation's Sustainable Development Goal (SDG) of "No poverty". The SMBMP is one part of the outreach activities for the third comprehensive review of the Market Basket Measure and will be used to ensure that the MBM methodology continues to accurately measure a modest, basic standard of living across Canada.

Description
The SMBMP is one part of the outreach activities (e.g., information sessions, workshops, online crowdsourcing survey, etc.) for the third comprehensive review of the Market Basket Measure. A key pillar of the review process involves engaging with all Canadians to ensure that the MBM methodology continues to accurately measure a modest, basic standard of living across Canada. A summary of all the outreach activities will be published online when available.

Error detection
The MBM anonymous electronic questionnaire (EQ) incorporates many features that serve to maximize the quality of the data collected. There are edits built into the EQ to compare the entered data against unusual values, as well as to check for logical inconsistencies. Whenever an edit fails, the respondent is prompted to correct the information. For all the edit failures, the respondent has the ability to override the edit failure if they want to continue with the questionnaire.
Once the data is received back at head office, a series of processing steps is undertaken to thoroughly verify each record received. This includes the review of any information entered in the feedback section. The editing phase of processing involves the identification of logically inconsistent items and the correction of such conditions. Since the true value of each entry on the questionnaire is not known, the identification of errors can be done only through recognition of obvious inconsistencies.

Statistics Canada is prohibited by law from releasing any information it collects that could identify any person, business, or organization, unless consent has been given by the respondent or as permitted by the Statistics Act. Various confidentiality rules are applied to all data that are released or published to prevent the publication or disclosure of any information deemed confidential. If necessary, data are suppressed to prevent direct or residual disclosure of identifiable data.
In order to prevent any data disclosure, confidentiality analysis is done using the Statistics Canada Generalized Disclosure Control System (G-Confid). G-Confid is used for primary suppression (direct disclosure) as well as for secondary suppression (residual disclosure). Direct disclosure occurs when the value in a tabulation cell is composed of or dominated by few enterprises while residual disclosure occurs when confidential information can be derived indirectly by piecing together information from different sources or data series.
