The Agriculture and Agri-food Labour Statistics Program is designed to produce detailed estimates on employment in the agriculture and food manufacturing sectors.

Description

The Agriculture and Agri-food Labour Statistics Program is an annual census of all salaried employees who have worked in the agriculture and food manufacturing sectors.

Data are used by Agriculture and Agri-Food Canada, other federal and provincial departments, researchers and various agencies for development of agricultural policies and programs as well as analysis related to employment in the agriculture and food manufacturing sectors.

Data sources and methodology

Target population

The target population consist of all salaried employees who have worked in the agriculture and food manufacturing sectors and who have received a T4 slip stating their remuneration for a given reference year.

This methodology type does not apply to this statistical program.

This survey is a census.

Data sources

Data are extracted from administrative files.

Labour data are extracted from administrative files supplied to Statistics Canada's Data Stewardship Division via Canada Revenue Agency (CRA). Employees are identified by using the T4 files and operations are identified by using the T1 and T2 files.

The Longitudinal Immigration Database (IMDB) produced by Statistics Canada's Diversity and Sociocultural Statistics Division is used to identify temporary foreign workers.

To derive an agricultural or agrifood sector of activity, tax and immigration administrative data are linked to data from the Business Register and the Agriculture Taxation Data Program (ATDP).

Error detection

Tax data entering the AALSP processing system is already edited and imputed by Statistics Canada's T1, T2 and T4 tax processing systems which do initial processing of the data received from the Canada Revenue Agency.

Immigration data entering the AALSP processing system is already edited and imputed by Statistics Canada's Diversity and Sociocultural Statistics Division.

The results of the data linkages are analyzed to ensure that there is no inconsistency.

Imputation

Units with total non-response that are very important are sometimes manually imputed using expert intelligence.

Estimation

Numbers of employees and operations are estimated by counting the number of records in the micro data files for specific estimation domains.

Data for the three territories are excluded.

Quality evaluation

The AALSP ensures consistency between the different data sources. Logical checks as well as estimation domain checks are performed during file processing to improve the data quality in the final files. Subsequently, the extreme values and missing information necessary for the publications are analyzed.

Disclosure control

Statistics Canada is prohibited by law from releasing any information it collects that could identify
any person, business, or organization, unless consent has been given by the respondent or as permitted
by the Statistics Act. Various confidentiality rules are applied to all data that are released or published
to prevent the publication or disclosure of any information deemed confidential. If necessary, data are
suppressed to prevent direct or residual disclosure of identifiable data.

Revisions and seasonal adjustment

Annual revisions may occur and will be noted in the published tables.
