The data were used by federal government departments of higher education as well as related association and individual researchers. The information was used for the analysis of the labour force supply, studies of the education system and the participation of special groups such as foreign students, language groups and women.

Data sources and methodology

Sampling

This survey is a census with a cross-sectional design.

Data are collected for all units of the target population, therefore, no sampling is done.

Data sources

Responding to this survey is voluntary.

Data are collected directly from survey respondents and extracted from administrative files.

Each university completes a mail-out/mail back questionnaire providing data about course registrations. In the case of Ontario, the provincial ministry of education collects the data and provides it to Statistics Canada on diskette.

Quality evaluation

Definition of non-credit continuing education can be subjected to various interpretations by the institutions. There is a potential for leaving out information on courses offered outside the university continuing education department. The survey relies on the cooperation of individual universities to collect information on courses offered on a continuing education basis on their campuses.

Disclosure control

Statistics Canada is prohibited by law from releasing any information it collects that could identify any person, business, or organization, unless consent has been given by the respondent or as permitted by the Statistics Act. Various confidentiality rules are applied to all data that are released or published to prevent the publication or disclosure of any information deemed confidential. If necessary, data are suppressed to prevent direct or residual disclosure of identifiable data.

In order to prevent any data disclosure, confidentiality analysis is done using the Statistics Canada Generalized Disclosure Control System (G-Confid). G-Confid is used for primary suppression (direct disclosure) as well as for secondary suppression (residual disclosure). Direct disclosure occurs when the value in a tabulation cell is composed of or dominated by few enterprises while residual disclosure occurs when confidential information can be derived indirectly by piecing together information from different sources or data series.
