Description
The survey collects financial data from provincial and territorial government enterprises. The data are used under the Financial Management System to present annual statistics on the finances of the provincial and territorial government business enterprises, for comparability among the provinces and territories and for the fiscal arrangements for equalization payments to the provinces and territories. The information is also used as a benchmark for the quarterly National Income and Expenditure Accounts as well as the Financial Flow Accounts for the System of National Accounts.

Data are collected directly from survey respondents and extracted from administrative files.
An enterprise is defined as the parent corporation and its subsidiaries. The bulk of the information is obtained from consolidated annual reports of the enterprises. Complementary information is obtained from other published sources (e.g. public accounts, budget speech) and by telephone and mailed requests made directly to the enterprises.
Estimation
For non-response previous years data are used as a basis for estimates, taking into account transactions between the province and its enterprises.
Disclosure control
Statistics Canada is prohibited by law from releasing any information it collects that could identify any person, business, or organization, unless consent has been given by the respondent or as permitted by the Statistics Act. Various confidentiality rules are applied to all data that are released or published to prevent the publication or disclosure of any information deemed confidential. If necessary, data are suppressed to prevent direct or residual disclosure of identifiable data.
In order to prevent any data disclosure, confidentiality analysis is done using the Statistics Canada Generalized Disclosure Control System (G-Confid). G-Confid is used for primary suppression (direct disclosure) as well as for secondary suppression (residual disclosure). Direct disclosure occurs when the value in a tabulation cell is composed of or dominated by few enterprises while residual disclosure occurs when confidential information can be derived indirectly by piecing together information from different sources or data series.
