Description

The purpose of this survey is to obtain information on the supply of, and/or demand for, energy in Canada. This information serves as an important indicator of Canadian economic performance, and is used by all levels of government in establishing informed policies in the energy area. The private sector also uses this information in the corporate decision-making process.

Data sources and methodology

Target population

The universe consists of thermal generating stations with capacity over 500 KW.

The frame is derived from the Electricity Supply and Disposition Annual Survey (record number 2194).

Instrument design

The questionnaire comprises the quantity, cost and heat content of fuels consumed to generate electricity, and the quantity of electricity generated.

The questionnaire is respondent completed.

Sampling

This survey is a census with a cross-sectional design.

Data are collected for all units of the target population, therefore, no sampling is done.

Data sources

Responding to this survey is mandatory.

Data are collected directly from survey respondents.

Initial contact with new respondents is made by Head Office as part of their identification in the Electricity Supply and Disposition Annual Survey.

Respondents submit only one report for each type of generating station.

The data is collected through a mail-out /mail-back process. Follow-ups are conducted by phone, fax or e-mail as needed.

Error detection

The following methods of error detection are used:

- The data are compared with data for the respondent from the previous year.

- Data are also compared with data from other electricity and energy surveys, including the Electricity Supply and Disposition Annual Survey (record number 2194) and the Annual Industrial Consumption of Energy Survey (record number 5047).

Imputation

The response rate for this survey is very high. As a consequence, minimal imputation is required and minimal bias resulting from non-response is introduced in these data. If required, imputation is done manually, using the response from the previous year, or information from the sources used during error detection. If data are available from the Electricity Supply and Disposition Annual Survey, they will be used to fill in missing data on the Electric Power Thermal Generating Station Fuel Consumption survey.

Estimation

Estimates for co-generating plants based on total Kilojoule (KJ) content of fuels and plant efficiency.

Quality evaluation

Census, 99% response rate. Thermal generation must balance with the Industrial Consumption of Energy Survey (SDDS ID 2166). Actual figures are reported.

Disclosure control

Statistics Canada is prohibited by law from releasing any information it collects which could identify any person, business, or organization, unless consent has been given by the respondent or as permitted by the Statistics Act. Various confidentiality rules are applied to all data that are released or published to prevent the publication or disclosure of any information deemed confidential. If necessary, data are suppressed to prevent direct or residual disclosure of identifiable data.

Confidentiality analysis includes the detection of possible direct disclosure, which occurs when the value in a tabulation cell is composed of a few respondents or when the cell is dominated by a few companies.

Revisions and seasonal adjustment

If the respondent reports on a fiscal year basis, the data are manually adjusted to a calendar year basis.

Data accuracy

Since the survey is a census of the target population, there is no sampling error. Given the very high response rate and the error detections based on other sources, non-sampling errors are reduced.
