Detailed information for second quarter 2020
The purpose of this survey is to collect detailed information from non-bank lenders on residential mortgages.

In recent years, the number of non-bank lenders and their share of issued mortgages, has grown. The purpose of this survey is to collect information to analyze trends in the Canadian residential mortgage market. This will fill an important data gap to help the industry and stakeholders understand changes in the market, and support policy decisions related to mortgage lending and financial stability in Canada A new question on mortgage deferrals has been added. This pilot survey has been added to Statistics Canada's ongoing surveys for an indefinite period of time. The information may also be used for other statistical and research purposes.

Data sources and methodology
The target population includes enterprises in Canada that provide residential mortgages.
These enterprises were selected from the following North American Industry Classification System (NAICS) codes:
- 5221: Depository credit intermediation
- 5222: Non-depository credit intermediation
- 5223: Activities related to credit intermediation
- 523: Securities, commodity contracts, and other financial investments and related activities
- 524: Insurance carriers and related activities
- 5269: Other funds and financial vehicles.
The observed population includes the largest enterprises by assets selected among the enterprises whose contribution makes up more than 95% of the corresponding NAICS code in the fourth quarter of 2018. It also includes units found using a pilot study, a filtering pre-contact phase and lists of non-bank lenders mortgages from the Canada Mortgage and Housing Corporation (CMHC).
The Survey of Non-Bank Mortgage Lenders was designed in consultation with CMHC. Consultations and questionnaire testing took place across Canada with key industry players. Questionnaire design specialists reviewed the survey questionnaires. Their comments on the design and content were incorporated into the final versions.
This survey is a census.
This is a longitudinal census.
Data are collected from every potential residential mortgage lender from the observed population.
These were found using a pilot study, a filtering pre-contact phase and lists from CMHC.
The sampling unit is a financial enterprise (NAICS codes 5221, 5222, 5223, 523, 524 and 5269) as defined on the Statistics Canada Business Register.
Sampling and sub-sampling:
Data are collected from every potential residential mortgage lender. These were found using a pilot study, a filtering pre-contact phase and lists from CMHC. For second quarter 2020, 366 units were found to be in scope.. For some NAICS, a threshold based on the level of assets was applied to remove very small units from the sample.

Edits are applied at the micro level. The data are subjected to a detailed quality review process with checks to detect missing, invalid or inconsistent entries or to identify records that are potentially erroneous. Inconsistent or invalid information is also reviewed at the analysis stage. This includes a comparative analysis to other sources of related data and information, where available.
After edits are applied, two classes of units are created: partial non-response cases and total non-response cases. For the units for which partial data have been collected, these partial data are used with auxiliary information to impute the missing data for the unit. Units which do not respond in the current period are fully imputed. For those units for which historical data exist, the historical data, taken in conjunction with current economic trend, are used to predict the current-period data. Otherwise Imputation makes use of information of similar units. Similar units are identified based on their industry classification as well as their value of assets.
In the second quarter of 2020, a new question on deferred mortgages was added to the Survey of Non-Bank Mortgage Lenders. For this question, imputation has not been applied. Further, non-response units were set to zero. Thus, in this instance, a zero could mean a reported value of zero or the value is not reported. Users are encouraged to exercise caution when interpreting the results.
Estimates are derived from the simple tabulation of data from the current population.
The survey results are analyzed before publication. In general, the analysis includes a detailed review of the individual responses, a review of general economic conditions as well as historic trends and comparisons with other data sources. In addition, subject matter experts from outside Statistics Canada were given an opportunity to review the survey microdata and estimates, as well as provide feedback on their quality prior to their official release. A particular investigation is done on the units considered as out of scope for the study.
Statistics Canada is prohibited by law from releasing any information it collects which could identify any person, business, or organization, unless consent has been given by the respondent or as permitted by the Statistics Act. Various confidentiality rules are applied to all data that are released or published to prevent the publication or disclosure of any information deemed confidential. If necessary, data are suppressed to prevent direct or residual disclosure of identifiable data.
Revisions and seasonal adjustment
No seasonal adjustment or revisions to previously released data is considered.
A census was taken from the observed population. The observed population were found using a pilot study, a filtering pre-contact phase and lists provided by CMHC. Data are collected from every potential residential mortgage lender from the observed population.
The survey response rate is calculated as the number of respondents divided by the number of estimated in-scope units. The number of in-scope units includes all respondents and an estimate of the number of in-scope units included among non-respondents. The overall response rate for the second quarter 2020 was 78.0%.
