Description

The Youth Community Involvement Survey (YCIS) will collect data, including contact information, from youths aged 15 to 30 who participated in a volunteer service project through the Canada Service Corps (CSC). As a pilot survey, the objective of the YCIS is to test the survey content and the collection mechanism, as well as the willingness of youth to participate in the survey.

Aggregate tables will be produced for the survey client, Employment and Social Development Canada, whose objective is to determine the level of engagement in the community of CSC participants.

Data sources and methodology

Target population

The Youth Community Involvement Survey target population is all youths 15 to 30 years old who participated in a volunteer service project through the Canada Service Corps in 2018 or 2019.

Instrument design

Statistics Canada engaged directly with youth early on in the design of the pilot survey, with the objective of making survey communications with youth as meaningful and as relevant to them as possible.

Focus groups were conducted in Halifax, Montreal, Ottawa and Vancouver (Spring 2019). Members of the Territorial Bureau of Statistics were also consulted at this stage.

In fall of 2019, the Questionnaire Design Resource Centre conducted qualitative testing of the questionnaire with youth in Winnipeg, Montreal and Ottawa.

The initial pilot questionnaire will evolve based on youth responses to the pilot study.

Sampling

This survey is a census with a cross-sectional design and a longitudinal follow-up.

Stratification method
2018 or 2019 participants of the Canada Service Corps program are selected, owing to the collaboration of volunteer organizations from across Canada.

Census - approximately 2,000 in target population.

Data collection for this reference period: 2020-01-07 to 2020-02-18

Responding to this survey is voluntary.

Data are collected directly from survey respondents.

Data are collected using an electronic questionnaire, accessed by anonymous portal. Initial contact with survey participants is made by the volunteer organizations themselves, by email, using an invitation prepared by Statistics Canada. Reminder emails are sent mid-collection. The questionnaire is available in English and French, and is estimated to take 15 minutes to complete.

Error detection

During data processing, checks are made to ensure that the final survey data are complete, consistent and valid. Edits are applied at the micro and macro level whenever necessary, to maintain data quality.

Not applicable for this pilot survey.

Estimation

Weight adjustments by volunteer organization and province will be done to compensate for non-response variance.

Statistics Canada is prohibited by law from releasing any information it collects that could identify any person, business, or organization, unless consent has been given by the respondent or as permitted by the Statistics Act. Various confidentiality rules are applied to all data that are released or published to prevent the publication or disclosure of any information deemed confidential. If necessary, data are suppressed to prevent direct or residual disclosure of identifiable data.

The Youth Community Involvement Survey cells will be presented as tabular data, therefore sensitive cells will be collapsed or suppressed.
