The Commercial and Institutional Consumption of Energy Survey (CICES) was not conducted in 2006.

Reference period of change - 2005

Since 2005, there is a separate questionnaire for religious organizations as well as a questionnaire that was sent to a knowledgeable contact, such as a landlord or property manager, for completion when establishments were unaware of their energy consumption. The survey also included new questions on establishment equipment and cogeneration.

Sampling - The 2005 survey frame for hospitals was provided by Health Statistics Division.

Size groupings for stratification were determined by percentile. The size variable has been modified from the 2004 survey. Take-all strata, in which all units are sampled, were introduced into the sample. The new modification allows the size grouping to be adapted to the stratum (industry*region) because the number of employee distribution may be different from one industry to the other. There is one take-all stratum per industry. Sigma-gap was used to determine the cut-off point in each industry. This ensures that the larger establishments were in our sample. The first size grouping was for establishments sized between the 1st and 49th percentile. The second size grouping consisted of establishments in the 50th percentile to the 74th percentile. The third grouping contained establishments between the 75th percentile and the 'take all stratum'. The fourth size grouping was 'take-all' stratum.

Data sources - A small sub-population about Electricity and Useful Thermal Energy Production was surveyed, but the number of units was so small we can't release any data from it.

Reference period of change - 2004

As of reference year 2004, the survey was expanded to include industries that make up the commercial and institutional sectors, as well as hospitals, universities and educational institutions. The survey title was changed to the Commercial and Institutional Consumption of Energy Survey to reflect the changes to the target population.

Target population - The survey was expanded for the 2004 reference year to include new commercial industries.

Instrument design - There were 3 versions of the 2004 survey questionnaire, one for commercial businesses which included a question on the number of employees, one for hospitals which included a question on the number of beds and on for education institutions which included a question on the number of students.

Reference period of change - 2003

As of reference year 2003, this survey is an annual survey.

Sampling - The 2003 survey was a census of hospital and universities. Subsequently, stratification wasn't required. The survey did not include commercial NAICS.

Reference period of change - 2002

Data for this pilot survey were never released.
