Survey of Environmental Goods and Services (SEGS)
Summary of changes
Activity on this program started: The pilot was administered for reference year 1995; a major re-design took place for reference year 2008.
Reference period of change - 2015
New questions to collect information on clean technologies and environmental employment were added for reference year 2015.
The Survey of Environmental Goods and Services (SEGS) is a biennial survey that has been completed for reference years 2008, 2010, and 2012. It was put on hiatus for reference year 2014 to re-design and develop new content to include clean technology and environmental employment questions. The 2015 pilot study edition will inform further content development, to be reflected in the reference year 2017 version of the survey.
Categories of goods and services and section on environmental employment added.
Sampling - The stratification is more detailed than in the previous cycle, which was only stratified by industry group (NAICS 3 digits).
Reference period of change - 2010
Comparison of results from the 2008 and 2010 Survey of Environmental Goods and Services should be made with caution, as changes to the questionnaire between the two cycles allowed more products to be included in the scope of the survey in 2010.
Target population - The target population now includes business establishments with a minimum of $750,000 in total revenues in select manufacturing industries, the Wholesale and Distribution industry, the Waste Management and Remediation Services industry, and the Management Consulting industry.
Reference period of change - 2008 (pilot)
The Survey of Environmental Goods and Services replaces the Environment Industry Survey, which was last conducted in 2004. There are differences between the methodologies of the two surveys. Consequently, any comparison of their results should be done with caution.
Quality evaluation - Since the 2008 Survey of Environmental Goods and Services is a complete redesign of the former Environment Industry Survey, historical comparisons were not possible as an added verification of data quality and consistency. The results of the 2008 reference year will be used as a new benchmark for future iterations of the survey.
Reference period of change - 2004
The survey will not be conducted for reference year 2006, as it is being redesigned.
Reference period of change - 2002
Instrument design - Starting with reference year 2002, questions were added on goods and services for reducing greenhouse gas emissions. During the development phase of this material, a series of one-on-one interviews with businesses were conducted to test the new material, as well as to collect feedback on existing survey questions.
