Definition

Rate of hate crime refers to the number of criminal violations motivated by hate per 100,000 population. A hate crime is a criminal violation motivated by hate based on race, national or ethnic origin, language, colour, religion, sex, age, mental or physical disability, sexual orientation or any other similar factor.

Population refers to the total membership, based on specific characteristics, of a group of people, objects or events at a given time and within a particular geographic area.
