Definition

Rate of hate crime refers to the number of criminal violations motivated by hate per 100,000 population. A hate crime is a criminal violation motivated by hate based on race, national or ethnic origin, language, colour, religion, sex, age, mental or physical disability, sexual orientation or any other similar factor.

Population refers to all the inhabitants of a given geographic area at a given time.
