Rate of youth not charged refers to number of persons aged 12 to 17 years per 100,000 population who have been identified as accused in an incident and against whom a charge has not been laid.

Population refers to the total membership, based on specific characteristics, of a group of people, objects or events at a given time and within a particular geographic area.
