Passenger transportation operated on regular routes and on regular schedules or on regular routes on an unscheduled but frequent basis. Service is typically between a limited number of pick-up and drop-off points, with no local service for other points along the route; or on a circular route with frequent stops. The service is not part of a network. As many passengers as can be accommodated are carried on a first-come first-served basis. Passengers may or may not be charged a per-trip fee. Covers shuttle service whether paid for by passengers or by contracts.
