Includes early childhood education programs, literacy and numeracy programs, adult basic education programs, non-credit second language programs, and personal improvement programs.

Programs and courses that focus on other fundamental knowledge and skills that individuals need to function productively in society, whether in personal, social or career settings. Programs are typically not for academic credit, although some form of recognition or award may be granted.
