This instructional program class comprises any program that focuses on the development of proficiency in reading, writing, and speaking a language or languages other than the mother tongue, that are needed to perform day-to-day tasks. These programs include courses in the use of basic communication skills to develop and transmit ideas and thoughts. Note: These programs are not for academic credit towards a postsecondary credential. For second language programs that are for academic credit towards a postsecondary credential see sub-series 16.17.
