N - Government Service Industries

Many government establishments engage in activities which are also carried out by non-government establishments and as a consequence such government establishments are classified to the same industrial category as their non-government counterparts. There remain however, three types of government establishments engaged in activities which are not found in the non-government universe and which are therefore, identified as providing Government Services. These are:
a) establishments engaged in activities of a purely governmental nature - national defence, public order and safety, immigration services, foreign affairs and international assistance, and general services which cover government activities (e.g. legislatures, taxation, etc.);
b) establishments which direct, support, control and otherwise administer activities carried on largely, but by no means exclusively, by non-government establishments. These activities can be grouped into those which relate to the maintenance and development of human resources and those whose primary concern is with economic development;
c) establishments such as small municipalities which may engage in a wide range of government and non-government activities but whose size precludes the possibility of producing principal statistics for each of these activities.

816 - Human Resource Administration

Establishments of federal government primarily engaged in the administration of programs oriented towards personal well-being.

8161 - Health Administration

Establishments of federal government primarily engaged in the administration of programs for the protection and promotion of the health of individuals and communities. Establishments primarily engaged in health care delivery are classified as appropriate in Major Group 86 - Health and Social Service Industries.

8162 - Social Service Administration

Establishments of federal government primarily engaged in the administration of social service programs, in the provision of social welfare assistance and services, in the administration of tax credits and rebates (including homeowners' grants) and other social services. Establishments primarily engaged in operating contributory schemes such as universal pension plans and labour force plans and workmen's compensation are classified in 7339 - Other Property and Casualty Insurers.

8163 - Education Administration

Establishments of federal government primarily engaged in administering primary, secondary and post-secondary education programs and special retraining services. Establishments engaged in teaching, including local school boards, are classified in Major Group 85 - Educational Service Industries.

8164 - Recreation and Culture Administration

Establishments of federal government primarily engaged in the administration of programs to provide recreational and cultural services. However libraries, museums, archives and art galleries are classified in Major Group 85 - Educational Service Industries and establishments primarily engaged in providing amusement and recreational services are classified in Major Group 96 - Amusement and Recreational Service Industries.
