Survey of Commercial and Institutional Energy Use, 2019 (Building worksheet)

For Information onlyThis is an electronic survey example for information purposes only. This is not a working questionnaire.

General Information

Additional information

Statistics Canada, in partnership with Natural Resources Canada, is conducting this survey to collect detailed information on the energy demand and consumption patterns of Canadian businesses, organizations and institutions. This survey collects data on the types and quantities of energy (such as electricity, natural gas etc.) consumed by businesses and institutions in Canada. One of the principal goals of Natural Resources Canada is to continually improve energy efficiency in Canada through various measures. Improving energy efficiency reduces greenhouse gas emissions that contribute to climate change.

The information may also be used by Statistics Canada for other statistical and research purposes. This worksheet is designed to help you gather the required information prior to our personal interview that will take place. Gathering this information prior to your personal interview is crucial to the success of this initiative. You will be contacted shortly to set up an interview time that works for you.

Authority

This information is collected under the authority of the Statistics Act, Revised Statutes of Canada, 1985, Chapter S-19.

COMPLETION OF THIS QUESTIONNAIRE IS A LEGAL REQUIREMENT UNDER THIS ACT.

Confidentiality

The Statistics Act protects the confidentiality of information collected by Statistics Canada. Statistics Canada is prohibited by law from releasing any information it collects that could identify any person, business, or organization, unless consent has been given by the respondent or as permitted by the Statistics Act. Statistics Canada will use the information from this survey for statistical and research purposes.

Data-sharing agreements

To reduce respondent burden, Statistics Canada has entered into data-sharing agreements with provincial and territorial statistical agencies and other government organizations, which have agreed to keep the data confidential and use them only for statistical purposes. Statistics Canada will only share data from this survey with those organizations that have demonstrated a requirement to use the data.

Section 11 of the Statistics Act provides for the sharing of information with provincial and territorial statistical agencies that meet certain conditions. These agencies must have the legislative authority to collect the same information, on a mandatory basis, and the legislation must provide substantially the same provisions for confidentiality and penalties for disclosure of confidential information as the Statistics Act. Because these agencies have the legal authority to compel businesses to provide the same information, consent is not requested and businesses may not object to the sharing of the data.

For this survey, there are Section 11 agreements with the provincial and territorial statistical agencies of Newfoundland and Labrador, Nova Scotia, New Brunswick, Quebec, Ontario, Manitoba, Saskatchewan, Alberta, British Columbia, and Yukon. The shared data will be limited to information pertaining to business establishments located within the jurisdiction of the respective province or territorial government organizations.

Section 12 of the Statistics Act provides for the sharing of information with federal, provincial or territorial government organizations." Under Section 12, you may refuse to share your information with any of these organizations by writing a letter of objection to the Chief Statistician and returning it with the completed questionnaire. Please specify the organizations with which you do not want to share your data.

For this survey, there are Section 12 agreements with the statistical agencies of Prince Edward Island, the Northwest Territories and Nunavut as well as with Natural Resources Canada, Environment Canada, the British Columbia Ministry of Energy and Mines and the British Columbia Ministry of Natural Gas Development.

For agreements with provincial and territorial government organizations, the shared data will be limited to information pertaining to business establishments located within the jurisdiction of the respective province or territory.

Record linkage

To enhance the data from this survey, Statistics Canada may combine it with information from other surveys or from administrative sources.

Security of emails and faxes

Statistics Canada advises you that there could be a risk of disclosure during the transmission of information by facsimile or e-mail. However, upon receipt, Statistics Canada will provide the guaranteed level of protection afforded to all information collected under the authority of the Statistics Act.

Reporting instructions

Who should complete this questionnaire?

This questionnaire should be completed by a manager or facilities manager with a thorough knowledge of your organization's energy use.

Where to find energy-consumption information?

Common sources for finding your organization's energy consumption include your utility bills, your energy management information system, your utility company, as well as your landlord or property manager.

Reporting

Please report on all energy consumed during the 2014 calendar year.

Instructions

Which building should you report for?

When completing this questionnaire, please report for the building identified by the label on the cover page. Please report for the total space of the building, including space occupied by other organizations.

The survey data will be used to measure energy consumption and calculate energy intensity by building type occupied by different industries in Canada's commercial and institutional sector. To determine energy intensity, we need both the total energy consumption and the total floor space of this building associated with the energy consumption.

If you are a retail building

i. If you are an anchor store within an enclosed mall or a strip mall, please report for only the portion of the mall which your anchor store occupies. An anchor store is a major commercial tenant such as a grocery store, a department store, or a sporting goods store which may have both a shared and independent entrance as in the case of enclosed mall, often with different operating hours than the mall.

ii. If you are not an anchor store and are reporting for an enclosed mall or a strip mall, the space of your building and the energy you are reporting for should include the space occupied by your business, all tenants, common space and indoor parking, but should exclude the space in buildings occupied by anchor store(s).
