The Canada - United States Border Survey aims to measure the number of manufacturing businesses operating in Canada experiencing barriers to exporting and importing goods to and from the United States via the Canada-United States border and the extent to which these barriers affect strategic decisions.

Description

This survey aims to measure the number of businesses in the logistics service industries operating in Canada experiencing barriers transporting goods to and from the United States via the Canada-United States border and the extent to which these barriers affect strategic decisions.

The results of this survey will be used to enhance government decision-making by providing data for developing programs and policies to promote efficient border crossings between Canada and the United States.

Data sources and methodology

Target population

The target population for CUBS is all establishments operating in 2008 within selected manufacturing industries with at least 5 million dollars in revenues for 2008. The industries covered have North American Industry Classification System (NAICS) starting with the following numbers {311, 321, 322, 324, 325, 331, 333, 334, 3361, 3362, 3363, 3364}.

Instrument design

The CATI Interview script was developed jointly by Industry Canada and Business Special Surveys and Technology Statistics Division with design input and one-to-one interview testing by the Questionnaire Design Resource Centre.

Sampling

This is a sample survey with a cross-sectional design.

To reduce response burden, it was decided to take advantage of the information collected by the Annual Survey of Manufactures and Logging (ASML). The sample was drawn as a subset of the establishments selected for the 2008 ASM.

Companies were characterised as traders or non-traders based on information from the import and exporter registers for 2007, the most recent year available. Since the survey is about experiences related to importing and exporting, more traders than non-traders were desired. An overall sample size of approximately 2,500 was drawn after stratifying the frame by industry, size and trader status.

Imputation

Imputation is used to complete partial non-response to the survey. For all responding records, missing values are completed. An automated imputation system has been developed using Statistics Canada's Generalized Edit and Imputation System (BANFF) to apply nearest-neighbour donor imputation.

Estimation

Estimates for the survey population are produced using a weighted estimator. A non-response macro adjustment is made to the sampling weights. The standard expansion estimator is used to produce population estimates and their associated variance estimates are computed directly.

Disclosure control

Statistics Canada is prohibited by law from releasing any information it collects that could identify any person, business, or organization, unless consent has been given by the respondent or as permitted by the Statistics Act. Various confidentiality rules are applied to all data that are released or published to prevent the publication or disclosure of any information deemed confidential. If necessary, data are suppressed to prevent direct or residual disclosure of identifiable data.

In order to prevent any data disclosure, confidentiality analysis is done using the Statistics Canada Generalized Disclosure Control System (G-Confid). G-Confid is used for primary suppression (direct disclosure) as well as for secondary suppression (residual disclosure). Direct disclosure occurs when the value in a tabulation cell is composed of or dominated by few enterprises while residual disclosure occurs when confidential information can be derived indirectly by piecing together information from different sources or data series.

Revisions and seasonal adjustment

This methodology does not apply to this survey.

Data accuracy

Data accuracy measures for this survey will include CV's and imputation rates for all key variables.
