This monthly survey covers all pipelines operating within provincial boundaries receiving and delivering crude oils, liquefied petroleum gases (propane, butane and ethane) and refined petroleum products. These pipelines are prohibited by license from transporting oil across provincial and national boundaries. This data is required for integration into the input-output sector of the Canadian System of National Accounts. Data is made available under the authority of the Statistics Act to other federal departments and provincial authorities through data sharing agreements subject to embodied principles of data confidentiality. Data is also intended for use by survey respondents, industry associations, industry analysts, and the general public.
Note: The Monthly Oil Pipeline Transport 'A' Survey (record number 2148) surveys all pipelines whose activities cut across provincial and national boundaries.

Data sources and methodology
The universe of this survey covers the activities of all pipelines in Canada crossing provincial and national boundaries involved in the receipt and delivery of crude oils, liquefied petroleum gases and refined petroleum product. Industries covered are classified to NAICS (North American Industry Classification System) sub-sector 486 Pipeline Transportation. This sub-sector comprises establishments primarily engaged in the transport of products by pipeline including integrated systems comprised of various types of pipelines and ancillary facilities such as pumping stations and incidental storage facilities.
The questionnaire is respondent completed in paper format delivered by mail or fax. Data is also transferred in an electronic format. The questionnaires are subject to regular revision to reflect changes in pipeline activities. These changes are undertaken in consultation with survey respondents.
This survey is a census.
Data are collected for all units of the target population, therefore no sampling is done.
Responding to this survey is mandatory.
Data are collected directly from survey respondents.
Data is collected by a monthly mail-out of questionnaires. A Survey Guide is mailed-out annually. Survey follow-ups are conducted as needed by telephone and fax to reach the target survey response rate (100% per month).

Manual and electronic data processing procedures identify missing data, data entry errors, assess validity of reported data and determine receipt and delivery balances for each pipeline and among pipelines. Macro-level edits detect unusual data fluctuations within a current survey period. Survey results are routinely reconciled with other energy surveys such as the Monthly Oil Pipeline Statement (record number 2191), the monthly Gas Utilities/Transportation and Distribution Systems (record number 2149) and the Monthly Refined Petroleum Products Survey (record number 2150).
The response rate for this survey is 100% and as a consequence imputation for non-response is not required.
In order to ensure the accuracy and consistency of the data such as the inter-provincial movements, imports and exports and deliveries of crude oils to refineries the results of the survey are reconciled with other energy surveys. These surveys include the monthly Oil Pipeline Statement, the Monthly Gas Utilities/Transportation and Distribution Survey and the Monthly Refined Petroleum Products Survey and the monthly Crude Oil and Natural Gas Production Survey (record number 2198). Other federal departments, the National Energy Board, and provincial and territorial authorities routinely monitor published data.
Statistics Canada is prohibited by law from releasing any information it collects which could identify any person, business, or organization, unless consent has been given by the respondent or as permitted by the Statistics Act. Various confidentiality rules are applied to all data that are released or published to prevent the publication or disclosure of any information deemed confidential. If necessary, data are suppressed to prevent direct or residual disclosure of identifiable data.
Confidentiality analysis includes the detection of possible direct disclosure, which occurs when the value in a tabulation cell is composed of a few respondents or when the cell is dominated by a few companies.
Revisions and seasonal adjustment
Revised data is routinely incorporated into the database up to 12-months after the current reference month. Major revisions are incorporated as required.
The survey is a census of the target population and the response rate is normally 100%. As a consequence, under-coverage is minimal, and minimal bias resulting from non-response is introduced. If changes are received from respondents, the data are incorporated and the published data are revised.
