Description

This survey was discontinued after the December 2005 reference period.

The monthly data collected by this survey are the production, stocks and shipments (in cubic metres) of waferboard, particleboard and fibreboard.

Data collected from this survey are important as an input into the Canadian System of National Accounts and for studying market trends in the manufacture and shipments of these products. The data are used by the business community, trade associations, federal and provincial departments and international organizations and associations.

Data sources and methodology

Target population

Using the Annual Survey of Manufactures (Survey ID 2103) as the universe, the target population is all manufacturers of waferboard, particleboard and fibreboard.

Instrument design

The questionnaire for this survey has remained stable over the years, although the format and wording has been modified to maintain its relevance based on feedback from survey respondents and data users.

Sampling

This survey is a census with a cross-sectional design.

Data are collected for all units of the target population, therefore, no sampling is done.

Data sources

Responding to this survey is mandatory.

Data are collected directly from survey respondents.

Data are collected through a mail-out / mail-back process, while providing respondents with the option of telephone or other electronic filing methods. Follow-up procedures are applied when a questionnaire has not been received after a pre-specified period of time; respondents are phoned or sent a fax to remind them to send their questionnaire. It is expected that data will be received, captured, edited and tabulated within a 31 working day period after the reference month.

Error detection

Data are examined for inconsistencies and errors using automated edits coupled with analytical review by subject matter analysts. Several checks are performed on the collected data, looking for internal consistency such as totals equaling the sums of the components, comparisons with previous month's and previous year's data and consistency with historical ratios.

Imputation

Data for non-response are imputed by applying the percentage change between the reference month of the previous year and its previous month, to the most recent month's data for the non-respondent (Example: If X=current month and there was no response, then, ((X-12)/(X-13)) * (X-1)=imputed data). An option exists for the subject matter analyst to manually override this imputation if they have pertinent knowledge to apply a better imputation. Imputed data is revised in the following months when the non-response situation is resolved.

Quality evaluation

Survey results are analyzed for comparability with observed industry trends and general economic conditions using surveys such as the Monthly Survey of Manufacturing (Survey ID 2101) and the Building Permits Survey (Survey ID 2802).

Statistics Canada is prohibited by law from releasing any information it collects which could identify any person, business, or organization, unless consent has been given by the respondent or as permitted by the Statistics Act. Various confidentiality rules are applied to all data that are released or published to prevent the publication or disclosure of any information deemed confidential. If necessary, data are suppressed to prevent direct or residual disclosure of identifiable data.

Confidentiality analysis includes the detection of possible direct disclosure, which occurs when the value in a tabulation cell is composed of a few respondents or when the cell is dominated by a few companies.

Data accuracy

Based on the 1998 Annual Survey of Manufactures, this survey accounts for 100% of the total production of particleboard, oriented strandboard and fibreboard and the degree of estimation for non-response was 7%.
