This program produces indexes for the stringency of Covid-19 restrictions across the provinces and territories.

Description

This data is used to look at the stringency of restrictions over time. It can be used to facilitate examinations of the effect of restrictions on economic time series (e.g. retail sales) or other correlates (e.g. mental health). It can also help with seasonal adjustment and examining restrictions relative to Covid case numbers.

Data collection for this reference period: 2020-01-01 to 2022-01-31

Data are collected from other Statistics Canada surveys and/or other sources.

Data were collected from public news articles, public announcements by governments and from announcements from public health authorities.

Data sources are available to the public. The data sources are newspaper articles, press releases and information bulletins related to Covid 19.

Error detection

Text based information from public sources was coded according to the stringency of the restriction level by a team at Statistics Canada. In cases where there was uncertainty, a consensus decision was taken through conversations.

The linked file contains the restriction levels and coding instructions for each of the restrictions that were tracked.

Estimation

The indexes were derived for the research paper "Measuring the effect of COVID-19 restrictions on economic activity" by Sean Clarke, Jessica Dekker, Nada Habli, Ryan Macdonald and Carter McCormack. Input data are verified by the internal team who translate text based information into index values for the different restriction categories.

Disclosure control

Statistics Canada is prohibited by law from releasing any information it collects that could identify any person, business, or organization, unless consent has been given by the respondent or as permitted by the Statistics Act. Various confidentiality rules are applied to all data that are released or published to prevent the publication or disclosure of any information deemed confidential. If necessary, data are suppressed to prevent direct or residual disclosure of identifiable data.

In order to prevent any data disclosure, confidentiality analysis is done using the Statistics Canada Generalized Disclosure Control System (G-Confid). G-Confid is used for primary suppression (direct disclosure) as well as for secondary suppression (residual disclosure). Direct disclosure occurs when the value in a tabulation cell is composed of or dominated by few enterprises while residual disclosure occurs when confidential information can be derived indirectly by piecing together information from different sources or data series.
