The main purpose of this survey is to evaluate the impact of Employment Benefits and Support Measures (EBSM) offered by Human Resources and Skills Development Canada (HRSDC) in the province of Ontario during fiscal year 2001-2002.

Description

The Ontario Employment Benefits and Support Measures Survey is a telephone survey conducted in partnership with Human Resources and Skills Development Canada (HRSDC), formerly Human Resources Development Canada (HRDC). This survey will help determine if the programs and services HRSDC is providing are being delivered efficiently and do a good job of helping individuals get and keep employment.

Employment Benefits include four programs: the Targeted Wage Subsidy program, the Self-employment Assistance program, the Job Creation Partnership program and, the Skills Development program. Support Measures are series of services that are commonly referred to as Employment Assistance Services. These services include job search, resume preparation and other job search or employment related activities.

The evaluation will measure the impact of participating in one of the five EBSM programs in terms of certain key labour market outcomes such as duration of employment in the months following program participation, employment intensity in terms of the number of hours worked and the impact, if any, that program participation had on wages and salaries earned. Participants' outcomes will be compared to the labour market outcomes of counterparts who were eligible but did not participate in EBSMs.

This information will be used by Human Resources and Skills Development Canada to evaluate how well their various programs are working. HRSDC is mandated, under the Employment Insurance Act to report to parliament on the impact of the programs and services available to Employment Insurance recipients.

Statistics Canada will also make survey results available to the Canadian research community to support labour market research and promote understanding of labour market issues.
