Description

The survey covers all degree-granting institutions. Convocation files are used by each institution to provide an annual report on graduations. The institution has the option of submitting aggregated data either on forms or on computer tapes or code sheets. A data base called the University Student Information System - Graduating (USIS - Graduating), is then created by putting together the student records from from all reports.

In the University Student Information System - Enrolment Data (USIS - Enrolment) information is collected on an individual student basis. This approach, rather than the aggregate one used in the past, has increased the usefulness and flexibility of the data. To introduce the same degree of flexibility into information for graduating students, USIS - Enrolment is being extended to cover the collection of graduating statistics on an individual student basis. Since the information in the University Student Information System - Graduating Students (USIS - Graduating) will be integrated with USIS - Enrolment, the data required for the graduating students can be kept to a minimum. To successfully achieve this integration however, it is essential that consistency be maintained between information gathered through the enrolment survey and the data supplied to USIS - Graduating. Institutions will supply the data on their graduating students. Although it is preferred that institutions report on magnetic tape, any of the following options may be used: (1) Individual student records on tape, (2) Individual student records on punch cards, (3) Individual student records on standardized graduation documents supplied by Statistics Canada. Those institutions using either of the first two options will be provided with an edit program to assist in the verification of data. Disclosure control

Statistics Canada is prohibited by law from releasing any information it collects that could identify any person, business, or organization, unless consent has been given by the respondent or as permitted by the Statistics Act. Various confidentiality rules are applied to all data that are released or published to prevent the publication or disclosure of any information deemed confidential. If necessary, data are suppressed to prevent direct or residual disclosure of identifiable data.

In order to prevent any data disclosure, confidentiality analysis is done using the Statistics Canada Generalized Disclosure Control System (G-Confid). G-Confid is used for primary suppression (direct disclosure) as well as for secondary suppression (residual disclosure). Direct disclosure occurs when the value in a tabulation cell is composed of or dominated by few enterprises while residual disclosure occurs when confidential information can be derived indirectly by piecing together information from different sources or data series.
