Description

This monthly survey covers the activities of all pipelines in Canada receiving and delivering crude oils, liquefied petroleum gases (propane, butane and ethane) and refined petroleum products. All surveyed pipelines cross provincial and national boundaries. This data is required for integration into the input-output sector of the Canadian System of National Accounts. Data is made available under the authority of the Statistics Act to other federal departments and provincial authorities through data sharing agreements subject to embodied principles of data confidentiality. Data is also intended for use by survey respondents, industry associations, industry analysts, and the general public.

Note: The Monthly Oil Pipeline Statement (record number 2191) surveys all pipeline movements within a province.

Statistical activity

This statistical activity is part of a set of surveys measuring various aspects of activities related to the movement of people and goods. These surveys are grouped as follows:

Transportation by air includes records related to the movement of aircraft, passengers and cargo by air for both Canadian and foreign air carriers operating in Canada as well as the financial and operating characteristics of Canadian air carriers. These data are produced by the Aviation Statistics Centre.

Transportation by rail includes records relating to rail transportation in Canada, and between the United States and Canada.

Transportation by road includes records relating to all road transport in Canada. In addition to surveying carriers and owners of registered motor vehicles, certain programs rely on aggregation of provincial and territorial administrative records.

Collection period: Data collection is conducted on a monthly basis - 1 to 15 days following the end of the survey reference month.

Data sources and methodology

Target population

The universe of this survey covers the activities of all pipelines in Canada crossing provincial and national boundaries involved in the receipt and delivery of crude oils, liquefied petroleum gases and refined petroleum product. Industries covered are classified to NAICS (North American Industry Classification System) sub-sector 486 Pipeline Transportation. This sub-sector comprises establishments primarily engaged in the transport of products by pipeline including integrated systems comprised of various types of pipelines and ancillary facilities such as pumping stations and incidental storage facilities.

Instrument design

This questionnaire was designed using Statistics Canada questionnaire design standards. The design was done in consultation with the survey's funding/collection partners.

This survey is a census.

Data sources

Responding to this survey is mandatory.

Data are collected directly from survey respondents.

The data are collected on a monthly questionnaire by province for receipts, deliveries, imports, exports and for the inventories.

Quality evaluation

In order to ensure the accuracy and consistency of the data such as the inter-provincial movements, imports and exports and deliveries of crude oils to refineries the results of the survey are reconciled with other energy surveys. These surveys include the monthly Oil Pipeline Statement, the monthly Gas Utilities/Transportation and Distribution Survey, the Monthly Refined Petroleum Products Survey and the monthly Crude Oil and Natural Gas Production Survey (record number 2198). Other federal departments, the National Energy Board, and provincial authorities routinely monitor the published data.

Disclosure control

Statistics Canada is prohibited by law from releasing any information it collects which could identify any person, business, or organization, unless consent has been given by the respondent or as permitted by the Statistics Act. Various confidentiality rules are applied to all data that are released or published to prevent the publication or disclosure of any information deemed confidential. If necessary, data are suppressed to prevent direct or residual disclosure of identifiable data.

Confidentiality analysis includes the detection of possible direct disclosure, which occurs when the value in a tabulation cell is composed of a few respondents or when the cell is dominated by a few companies.
