Description

This survey provides data on the generating capability and peak load of the electric power sector.

The information is used by the Investment and Capital Stock Division of Statistics Canada. Federal (National Energy Board), provincial agencies and the Canadian Electricity Association are provided with data in a regular basis.

Reference period: Calendar year

Collection period: Data are collected within 5 months after the reference year.

Data sources and methodology

Target population

The universe consists of generators of electricity and/or those who have imports, exports or interprovincial transactions in electricity. The frame is derived from the Electricity Supply and Disposition Quarterly (Survey ID 2194).

Instrument design

The survey questionnaire comprises the generating capability of all available generating facilities of the province or territory at the time of one-hour firm peak load for each province or territory. It also comprises peak loads - the total demands within a province or territory after all interchanges have been taken into account to remove any duplication.

The questionnaire is completed by the respondent.

The questionnaire was last revised in 1999 based on contacts with respondents and data users.

Sampling

This survey is a census with a cross-sectional design.

Data sources

Responding to this survey is mandatory.

Data are collected directly from survey respondents.

The data is collected by Head Office through a mail-out /mail-back process. Follow-ups are conducted by phone or fax as needed to reach the target response rate.

The survey is completed by the electric utility that is responsible for most of the generation, transmission and distribution in the province or territory. In those provinces without clear dominance, information from the Electricity Supply and Disposition Quarterly (Survey ID 2194) is used to select the appropriate respondent for the province.

Error detection

Error detection consists of a comparison of data for the respondent with data for the same respondent from the previous year.

Imputation

The data for electric utilities is taken directly from the survey. If data are missing, imputation is done on a manual basis using a ratio based on previous year's data.

Data for other electric power producers is estimated based on the information they provide in the survey of Electric Power Generating Stations Annual (Survey ID 2193). If estimates are used, net generating capability is assumed to be 90% of the nameplate rating obtained from the Electric Power Generating Stations Annual survey (Survey ID 2193), while peak met is estimated at 67% of net generating capability.

Quality evaluation

The quality of the data to be released is evaluated in the following ways:

- data for the respondent are compared with their response to the Electric Power Generating Stations Annual (Survey ID 2193);
- respondents are sent the data for their province to review before publication.

Disclosure control

Statistics Canada is prohibited by law from releasing any information it collects which could identify any person, business, or organization, unless consent has been given by the respondent or as permitted by the Statistics Act. Various confidentiality rules are applied to all data that are released or published to prevent the publication or disclosure of any information deemed confidential. If necessary, data are suppressed to prevent direct or residual disclosure of identifiable data.

Confidentiality analysis includes the detection of possible direct disclosure, which occurs when the value in a tabulation cell is composed of a few respondents or when the cell is dominated by a few companies.

Data accuracy

The survey is a census of the target population and the response rate is in the high 90%. As a consequence, undercoverage is minimal, and minimal bias resulting from non-response is introduced.
