This survey is designed to collect information on official language programmes offered in independent elementary and secondary schools.

Data for language program funding, as well as a full address of all independent schools for funding purposes, are provided to the Department of Canadian Heritage.

Data sources and methodology

Target population

All independent elementary and secondary schools in Ontario, Nova Scotia and Manitoba which offer official language programmes.

Instrument design

The questionnaire, first developed in 1972, was designed as a paper-pencil instrument that is mailed to the principal of the school who then fills it in and mails it back.

Sampling

This survey is a census with a cross-sectional design.

Data are collected for all units of the target population, therefore, no sampling is done.

Data sources

Responding to this survey is mandatory.

Data are collected directly from survey respondents.

The data are collected from questionnaires that are sent to the principals of the schools.

The paper questionnaire is mailed in October to the principals of the schools. It requests data as of September 30th of the current school year. Data collection, data capture, preliminary editing and follow-up of non-respondent principals are all done by the Operations and Integration Division of Statistics Canada in Ottawa, Ontario. Data capture and preliminary editing are performed simultaneously to ensure the validity of the data.

Error detection

Edit rules were derived to check for logical inconsistencies as well as invalid and missing values in the survey data. This error detection process was performed during data capture using Blaise. There were two possible sources of error: a principal committing an error in completing the questionnaire or a data capture error.

Missing values were detected. Inconsistencies in the numeric questions were identified with the help of different types of edits. Equality edits verified that certain sums added up (e.g. percentages adding up to 100%, cells adding up to a previously provided total). Inequality edits verified that certain cells were either larger or greater than other cells to which they were related (e.g. number of students enrolled in official language programs was not greater than the total number of enrolments). Ratio edits verified that two cells which were related were within certain boundaries of a pre-determined relationship (e.g. percent of school week of students studying second language instruction must be less than 25%). Consistency edits verified that when a concept or piece of information occurred in multiple questions, answers provided to each of the questions in the set were in fact consistent.

A code of "not stated" was assigned whenever the respondents did not provide any information to questions that should have been answered.

Quality evaluation

A series of quality checks are carried out which include:
1) checking for internal consistencies such as running frequencies on certain data elements; and
2) comparing the most recent data year with past data years to detect any unusual or unexpected changes.

Disclosure control

Statistics Canada is prohibited by law from releasing any information it collects which could identify any person, business, or organization, unless consent has been given by the respondent or as permitted by the Statistics Act. Various confidentiality rules are applied to all data that are released or published to prevent the publication or disclosure of any information deemed confidential. If necessary, data are suppressed to prevent direct or residual disclosure of identifiable data.

No public use microdata file will be produced by Statistics Canada and data will not be made available through the Data Liberation Initiative (DLI).

Revisions and seasonal adjustment

This methodology does not apply to this survey.

Data accuracy

The methodology of this survey has been designed to control errors and to reduce the potential effects of these. However, the results of the survey remain subject to errors - e.g. coverage, response and processing error, and errors as a result of non-response.

Coverage:
For Nova Scotia, Ontario, and Manitoba private schools, the coverage of the survey is considered to be 98% to 100%.

Coverage error:
The survey frame is updated every year and ideally includes all Nova Scotia, Ontario, and Manitoba private schools for Canadian citizen students. Every year new schools open and schools close. Although a system is in place to update the frame, it is possible that some of these changes are missed year to year. The information may not have been updated or available prior to data collection.

Coefficients of variation (CV): CV's are not calculated as this survey is a census.

Response rates:
The response rates vary from province to province. Generally the response rates are from 79% - 97%.
