Description

This survey collects sales (end-use) information from all refineries and major distributors in Canada for 11 refined petroleum products (or product groups) including motor gasoline, aviation fuels, light and heavy fuel oils. Sales information is reported for establishments classified to various industries including selected manufacturing and transportation industries, agriculture, residential and others.

Survey data are made available under the authority of the Statistics Act to other federal departments and provincial authorities through data sharing agreements subject to the embodied principles of data confidentiality. Data are intended for use by survey respondents, industry associations, industry analysts, federal and provincial governments, the press and general public to assess trends in demand for products.

Data sources and methodology

Target population

The universe is comprised of all refiners and major distributors of refined petroleum products in Canada. The list of survey respondents is updated regularly to ensure a total coverage of refining operations and a sufficiently wide coverage of distributors of these products. Industries within the universe are classified to the North American Industry Classification System (NAICS) sub-sector 324 Petroleum and Coal Products Manufacturing comprised of establishments primarily engaged in transforming crude petroleum and coal into intermediate and end-products. Industries are also classified to sub-sector 412 Petroleum Product Wholesaler-Distributors comprised of establishments primarily engaged in wholesaling crude oil, liquefied petroleum gases heating oil and other refined petroleum products.

Instrument design

The questionnaire is subject to regular revision to reflect changes in refinery operations.

Sampling

This survey is a census with a cross-sectional design.

Data are collected for all units of the target population, therefore, no sampling is done.

Responding to this survey is mandatory.

Data are collected directly from survey respondents.

The questionnaire is respondent completed in paper format delivered by mail or fax. Data are also transferred in an electronic format. The unit of measure used for this survey is cubic meters (m^3).

Error detection

Data processing procedures identify missing data, data entry errors, assess validity of reported data. Macro-level edits detect unusual data fluctuations within a current survey period. The validity of survey data is partly dependent on the ability of the respondent to correctly classify customers by industry classification. Many respondents have difficulty in determining the final consumer of their products. This is due to the presence of marketing agents, brokers etc. Furthermore, the final consumer may use the purchased product in a number of different industries, for example, an iron company that extracts and mills ore may also operate a railway system. Survey data are routinely reconciled with other energy surveys such as the Monthly Refined Petroleum Products Survey (Survey ID 2150) and the Quarterly Industrial Consumption of Energy Survey (Survey ID 2166).

Imputation

The response rate for this survey is 100% and as a consequence imputation for non-response is not normally required. However on occasion some respondents may be unable to respond or may be late in responding. In such cases missing data are manually imputed based on historical information, for example, data from the same quarter and of the previous year. Sales data can be supplemented from the Monthly Refined Petroleum Products Survey.

Quality evaluation

In order to ensure the accuracy and consistency of the data such as domestics sales of refined petroleum products the results of this survey are reconciled with other energy surveys. These surveys include the Monthly Refined Petroleum Products Survey and the Quarterly Industrial Consumption of Energy Survey. Other federal departments, the National Energy Board, provincial authorities and international organizations such as the International Energy Agency routinely monitor the data.

Disclosure control

Statistics Canada is prohibited by law from releasing any information it collects which could identify any person, business, or organization, unless consent has been given by the respondent or as permitted by the Statistics Act. Various confidentiality rules are applied to all data that are released or published to prevent the publication or disclosure of any information deemed confidential. If necessary, data are suppressed to prevent direct or residual disclosure of identifiable data.

Confidentiality analysis includes the detection of possible direct disclosure, which occurs when the value in a tabulation cell is composed of a few respondents or when the cell is dominated by a few companies.

Data accuracy

The survey is a census of the target population and the survey response rate is normally 100%.
