Reference period of change - first quarter 2017

As of the first quarter of 2017 reference period, the survey was renamed "Quarterly Civil Aviation Survey".

With the release of data for the first quarter of 2017, the civil aviation operating and financial statistics will be available in CANSIM tables. The operating statistics will now be published by sector.

Instrument design - New Collection Method: An electronic questionnaire (EQ) replaced the three paper questionnaires with the first quarter of 2017. The questionnaire is now using IBSP standard modules for BCP/BR questions.

The electronic questionnaire contains three characteristics modules:
- Statement of Revenues and Expenses, Quarterly - Statement 21 (I, II)
- Scheduled Services, Revenue Operating Statistics, Quarterly - Statement 10 (I, II)
- Charter Services, Revenue Operating Statistics, Quarterly - Statement 12 (I, II)
These modules are linked to the three previous paper questionnaires.

Reduced Content: In an effort to help reduce response burden, the following content was removed from the Quarterly Civil Aviation Survey beginning in the first quarter of 2017:
- Passenger revenue, goods revenue and hours flown for charter helicopter services - these are now combined with charter fixed wing services. As for scheduled services, helicopter services must also be included with fixed wing services for enplaned passengers, passenger-kilometres, enplaned goods and goods tonne-kilometres
- Liquid assets
- Passenger revenue, goods revenue and salaries paid as a percentage by area of operation - this content was moved to the Annual Civil Aviation Survey

New content: To help address some relevant current issues, the following items were added to the survey:
- Turbo fuel expenses
- All other operating expenses
- Net operating income

Estimation - Imputation
- Estimates are produced using the Generalized Edit and Imputation System (Banff) and the Generalized Estimation System (G-Est). The survey uses G-Est to produce its domain estimates and quality indicators.
- A generalized system (G-Confid) is used to assess and apply disclosure control to the tabular estimates.
