Instrument design - The survey moved to an electronic questionnaire for reference year 2016.

Questions were adapted from the paper questionnaire and field tested with respondents to ensure the questions, concepts and terminology as presented were appropriate. Feedback was incorporated where applicable while ensuring content continuity. Changes in content were made to the biofuel section in consultation with ECCC.
