Act or omission refers to the set of circumstances precipitated by human acts (something that was done) or human omissions to act (something that was not done) that contributed to the onset of the fire incident.

Fire incident refers to a destructive incident involving fire which causes deaths or injuries or which destroys or damages property having a value that may be expressed in terms of dollars.
