Numeracy proficiency level refers to the extent to which a person has the skills required to access, use, interpret and communicate mathematical information and ideas, in order to engage in and manage the mathematical demands of a range of situations in adult life.

Person refers to an individual and is the unit of analysis for most social statistics programs.
